While Mancon’s first customer was the US Navy, our business is now quite diverse ranging from providing staffing solutions for the Federal and state governments, to providing business and industrial products to companies in Virginia, North Carolina and parts of Maryland.

Company History

After retiring from the US Navy as a Supply Corps CW04, Dick Clarke took his broad knowledge and entrepreneurial drive into the contracting sector.  He founded Mancon in 1983, quickly expanding from building sophisticated shipping crates to providing an ever-increasing amount of products for the fleet.  Mancon became a preferred vendor to manage inventories and warehouses.

Soon Mancon was expanding its services to its public sector clients by offering personnel placement for critical military contracts, as well as business and industrial products to customers in the federal government and private industry.  Mancon used its broad knowledge of systems to establish a strong niche in supply chain management.  In 2008, it acquired Empire Machinery in Norfolk, a highly regarded industrial supplies firm with decades of service to local shipyards and other manufacturing and repair facilities.

Today Mancon’s name is synonymous with quality and integrity, service and dedication. Those are the lessons Dick Clarke learned in service to his country and passed on to a second generation of dedicated professionals, schooled in logistics and commited to customer satisfaction.

Leadership

Rick Clarke, President

Rick Clarke has been President of Mancon since 1999 helping Mancon grow from a relatively small business to a strong and efficient government contracting company. Before 1999, Rick was the Vice President of Mancon and similarly helped Mancon to increase the scope and diversity of government contracts.

Prior to joining Mancon, Rick spent several years at UNISYS and Intergraph in Reston, Virginia, developing software, and managing teams of software developers for various government programs. These programs were completed for a variety of government agencies including DMA, EPA, U.S. Army+ and NOAA.

Rick is a graduate of UVA with his BS in Applied Mathematics and a graduate of ODU’s Executive Development Series.

David Meadows, Vice President

As a founding member of Mancon since 1983, David has been instrumental in the growth and development of the company. Under his leadership, Mancon’s service portfolio and product offerings have expanded both in the areas of government contracts and commercial sales. Prior to Mancon, David worked for CACI in Materials Management and Configuration Support programs. These programs supported the development of the Saudi Naval Expansion Program under the direction of the U.S. Navy and the U.S. Army Corps of Engineers. David was a Chief Storekeeper in the U.S. Navy from 1975 to 1979 and the U.S. Navy Reserves from 1979 to 1991 in support of Naval Special Warfare Group II and the fleet.
